HR System Supervisor supports the development of new Human Resources (HR) systems. The Supervisor is responsible for the research, design, development, and implementation of current and future HR systems and delivery of project related documents (i.e. requirements documents, design documents, request for proposal, etc.). He/She will serve as a subject matter expert on existing system capabilities and potential system changes. He/She collaborates with organizational stakeholders, Information Technology (IT), vendors, and senior management to establish and implement systems and processes that reduce errors and improve efficiency. This position analyzes business needs for highly complex projects and validates that solutions fit within the long-term strategic visions. This position stays current on industry best practices, standards, trends, tools, and techniques.
Designs, Develops, and Implements New HR Systems
Uses technical knowledge, experience, and reference materials to design and develop optimal solutions that work in accordance with the overall system business requirements.
Evaluates system requirements to determine project feasibility and expected results.
Assists in the development of cost estimates to create a budget based upon defined project scope.
Prepares HR systems documentation to satisfy business and regulatory requirements, document design, and project elements.
Leads system implementation and integration testing to know the full impact of the new technology on the current infrastructure, identify deficiencies, and ensure project quality.
Researches latest business developments and industry activity (e.g., reading of relevant articles, analyzes industry and economic data, etc.) to keep abreast of developments in Human Resources technology.
Researches emerging technologies and trends through external sources and filters information to identify potential opportunities relative to UPS’s strategic needs and provide insight on the external environment related to technology futures.
Researches regulatory changes and developments to understand implications for UPS.
Analyzes Business Needs, Requirements and Systems Enhancements
Collaborates with organizational stakeholders and senior management to determine project requirements.
Documents and submits business requirements to the IT department to estimate costs.
Analyzes, comprehends, and applies the appropriate level of details, based on the stage of the project life cycle, to ensure mapped solutions satisfy business problems and opportunities.
Breaks down complex concepts into comprehensible concepts to ensure appropriate level of communication and understanding for the project stakeholders.
Create test scripts to use during systems testing.
Identifies issues that need to be resolved by developers to promptly address problems.
Performs testing to ensure requirements are met and no impact occurs to functionality of systems.
Communicates with management teams to provide updates and ensure effective implementation of solutions.
Manages the systems implementation to coordinate releases of enhancements and to ensure smooth transitions.
Manages HR Systems Support Performance and Vendor Relationships
Reviews and analyzes recurring issues to identify possible problem triggers and best resolution tactics.
Evaluates existing HR systems and workflow processes to provide technical advice and recommendations leading to improvement changes.
Evaluates impact of new and modified applications to determine their effect on existing applications and works with IT to coordinate conversions of existing applications.
Maintains knowledge of vendor capabilities to work with HR development and procurement in identification and selection of strategic vendor partners.
Manages relationships with internal customers and vendors to ensure all parties are kept up-to-date.
Assists in managing vendor performance of services to ensure adherence to service levels, expectations, and deliverable requirements.
Supports negotiations with vendors and maintains knowledge of competitive and industry trends to stay abreast of best practices.
Manages project lifecycles, including project scope, resources, schedule, initiation, start-up/design, building, and deployment to see projects from beginning-to-end.
Forwards project documents to stakeholders to obtain sign-off, agreement on project cost, and needed resources.
Develops project plans (i.e., detailed plan, milestones, and work breakdown structures) and assigns tasks to resources to ensure that the project will be completed on time and according to specifications.
Ensures affected functions or groups are identified and works with them to negotiate process changes, ownership of processes, and to manage project impact.
Designs and implements communication plans to ensure those affected by projects are informed and updated.
Follows up with assigned resources formally (e.g., status meetings, etc.) and informally to continuously manage the productivity of the team, project timelines, and deliverables.
Balances multiple projects and deployment schedules to meet stakeholder goals and expectations.
Bachelor's degree in Business Administration, Human Resources, Information Technology, or related field
3 - 5 years professional work experience in HRIS or Information Technology administration with demonstrated performance leading process or system improvements
Project management experience
Demonstrated critical thinking, ability to analyze large amounts of data, to translate data, draw conclusions and make recommendations
Excellent communication skills
Strong attention to detail with excellent analytical and reporting skills
Intermediate to advance proficiency level in Microsoft Office Applications especially MS Excel, Word, Access
