Job Summary

The Engineering Section Manager directs Engineering Supervisors on their work ensuring that approved operational processes and best practices are developed, implemented, and deployed consistently throughout the company by introducing new technology and/or new ideas. He/she trains IE resources in the approved processes and work measurement application. This individual will identify new opportunities, design new processes, and direct pilot tests. They may also be responsible for working with a legal entity to gain protection of new inventive ideas. The Engineering Section Manager also assists the IE department in special re-engineering or new projects and takes a lead role in consulting opportunities. This individual may also be responsible for communicating all internal network moves to appropriate internal functions and assisting IE through move implementations and projects. Additional roles may also include assisting program managers with strategic customer migrations and managing gap analysis projects for proposals. Engineering Managers are likely to be responsible for network analysis projects and leading a team in final recommendations to Engineering Group Manager and/or Department Managers. The Engineering manager is an Industrial Engineer with experience in work measurement, methods and procedures, operations research, finance, information system, modeling, statistical analysis and site layout in a distribution environment. This position may manage others.

The Engineering Section Manager coordinates operational forecasting efforts to ensure accountability to Master Operations Plans (MOP). He/she evaluates facility capacity constraints to make recommendations on new facilities, expansions, and consolidations. This position conducts root cause analysis and meets with Plant Engineering and Building & Facilities to discuss design set-ups and safety impact as well as solutions to problems. The Engineering Section Manager leads and facilitates process improvement teams to focus on projects demonstrating significant financial impact to UPS. He/she coordinates and conducts site visits and audits to identify improvement opportunities.

Other Duties

  • Works with IE Supervisors/Planners to ensure monthly planning is completed for each location.
  • Reviews plans and utilizes tools to perform statistical analysis of trends.
  • Evaluates the quality of plans and trains IE team to ensure accuracy and adjusts plans as needed.
  • Serves as a resource to departments for operational problem identification, resolution, and continuous improvement.
  • Utilizes continuous improvement approach to improve the process flow of operational facilities.
  • Works with Operations Planners to review trends and identify opportunities for internal process improvement and cost reduction.
  • Recommends methods to maximize the utilization of production facilities and center changes (e.g. staffing changes, relocation of work stations, time in motion, work standards, service and quality).
  • Communicates discrepancies to Division and Operations Managers to ensure action plans are in place.
  • Works with I.E. Supervisors to identify most efficient use of assets to minimize cost.
  • Manages resources and people processes (e.g., Quality Performance Review [QPR], Career Development, Training, Staffing, etc.) to ensure the day to day administration of processes and formal procedures

 Preferred Competencies

  • Budget Management: Tracks expenditures against financial targets; describes impact of area’s budget on organizational financial plan.
  • Establishes Metrics and Performance Tools: Uses the enterprise strategy to identify the key indicators of performance for individuals, departments, and/or groups; creates measures relevant to desired results; recommends methods for measurement (e.g., surveys, focus groups, observations, metrics, etc.).
  • Project Management: Develops project management plans and leads the implementation for basic projects of short duration requiring limited coordination and resources; supports initiatives with well-defined project needs and cross-functional roles/responsibilities throughout the project life cycle; manages minimal organizational resistance to cross-functional project demands; employs project management tools and technology (e.g., Microsoft Project, Program Management Group website, etc.) appropriately.
  • Projects, Programs or Processes Design and Development: Defines general business requirements for projects and/or processes; modifies or adjusts existing designs; develops working models; describes the impact of not following design specifications.
  • Small Package Operations Knowledge: Demonstrates a detailed understanding of processes, procedures, and methods within small package operations; demonstrates a broad knowledge of tools, equipment, and technology used in small package operations; identifies root causes of recurring issues; describes the general structure of small package operations.
  • Supply Chain Management: Demonstrates a detailed understanding of supply chain concepts; makes recommendations for changes to solve supply chain problems.
  • Work Methods, Processes, Flows Analysis: Independently conducts standard analyses to identify problems in methods, processes, or workflow; interprets results of analyses; recommends solutions to address identified requirements, problems, or inefficiencies.
  • Work Methods, Processes, Flows Design: Identifies common problems with current work designs; specifies requirements for new work designs; modifies or adjusts existing work methods, processes, and flows to resolve operations failures.

 

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree (or internationally comparable degree) in Industrial Engineering – Preferred
